2030, Americans 65 and older will actually outnumber their younger
counterparts.

With the aging of the “baby boomer” generation and the lengthening of

increasing. Many of the health related problems that contributed to
decreased life span have been combated. Yet, this same achievement
presents new challenges in meeting the social, environmental,
psychological, economic and health care needs of older adults.

These shifting demographics have created a greater demand for
professionals with specialized knowledge and expertise in aging.
Social work is unique among the health and mental health professions in
that it considers the physical, mental, and social aspects of individuals—
an approach that is critical to providing services to older adults and their
families.”

“Gerontological social workers are experts at meeting the biopsychosocial
needs of older adults. Part of the job is connecting the elderly with
community resources. Social workers coordinate care for individuals who
need a number of services and who will, over a period of months, years,
and sometimes decades, require care at different levels. They help elderly
individuals and their families examine their needs, and determine how they
will be paid for. They assist them in applying for needed services and dealing
with problems as they arise. They may help seniors fill out various other kinds
of paperwork, including advance directives.

Gerontological social workers may need to assess clients’ functional capacity.
They have some expertise in recognizing the difference between normal and
abnormal aging processes and will refer clients to medical professionals when

Geriatric Social Work Initiative (GSWI)

“In 1999, the John A. Hartford Foundation established the Geriatric
Social Work Initiative (GSWI) to address the significant gaps in social
work education around the health and well-being of older adults.
The Initiative’s programs have had outstanding outcomes and made a
tremendous impact on the field. You can read about the original GSWI
programs—our legacy programs—here.

To build on this success and to align with the Foundation’s new
strategic vision, the GSWI was restructured in 2013 and became the
National Center on Gerontological Social Work Excellence.

The National Center consists of three main activities:

Establishing five Centers of Excellence in Geriatric Social Work that will
sustain the GSWI’s accomplishments and work with community agencies
to develop effective ways to incorporate new knowledge and models into
practice and policy. These schools include:

Boston College
Hunter College
University of Michigan
University of Southern California
University of Washington

Collaboration with the Veterans Administration (VA) to develop social
work research leaders and advance evidence-based knowledge related to
VA practice in aging; and

“In 2005, 37 million people, approximately 13 percent of

the total population, lived below the poverty line, as defined

by the Census Bureau. Poverty imposes costs on the nation

in terms of both programmatic outlays and productivity

losses that can affect the economy as a whole. To better

understand the potential range of effects of poverty, GAO

was asked to examine (1) what the economic research tells

us about the relationship between poverty and adverse

social conditions, such as poor health outcomes, crime,

and labor force attachment, and (2) what links economic

research has found between poverty and economic growth.

To answer these questions, GAO reviewed the economic

literature by academic experts, think tanks, and government

agencies, and reviewed additional literature by searching

various databases for peer-reviewed economic journals,

specialty journals, and books. We also provided our draft

report for review by experts on this topic.

 

Economic research suggests that individuals living in poverty

face an increased risk of adverse outcomes, such as poor

health and criminal activity, both of which may lead to

reduced participation in the labor market. While the

mechanisms by which poverty affects health are complex,

some research suggests that adverse health outcomes can

be due, in part, to limited access to health care as well as

greater exposure to environmental hazards and engaging in

risky behaviors. For example, some research has shown that

increased availability of health insurance such as Medicaid

for low-income mothers led to a decrease in infant mortality.

Additionally, exposure to higher levels of air pollution from

living in urban areas close to highways can lead to acute

health conditions. Data suggest that engaging in risky

behaviors, such as tobacco and alcohol use, a sedentary

life-style, and a low consumption of nutritional foods, can

account for some health disparities between lower and

upper income groups. The economic research we reviewed

also points to links between poverty and crime. For example,

one study indicated that higher levels of unemployment are

associated with higher levels of property crime. The

relationship between poverty and adverse outcomes for

individuals is complex, in part because most variables, like

health status, can be both a cause and a result of poverty.

These adverse outcomes affect individuals in many ways,

including limiting their development of the skills, abilities,

knowledge, and habits necessary to fully participate in the

labor force. Research shows that poverty can negatively

affect economic growth by affecting the accumulation of

human capital and rates of crime and social unrest. Economic

theory has long suggested that human capital–that is, the

education, work experience, training, and health of the

workforce–is considered one of the fundamental drivers of

economic growth. The conditions associated with poverty

can work against this human capital development by limiting

individuals’ ability to remain healthy and develop skills, in turn

decreasing the potential to contribute talents, ideas, and even

labor to the economy. An educated labor force, for example, is

better at learning, creating and implementing new technologies.

Economic theory suggests that when poverty affects a significant

portion of the population, these effects can extend to the society

at large and produce slower rates of growth. Although historically

research has focused mainly on the extent to which economic

growth alleviates poverty, some recent empirical studies have

begun to demonstrate that higher rates of poverty are associated

with lower rates of growth in the economy as a whole. For example,

areas with higher poverty rates experience, on average, slower per

capita income growth rates than low-poverty areas.”

“If we look beyond our own country, the statistics are grimmer yet.

More than 1 billion children live in poverty. That’s one in two children

in the world. Almost half the world lives on less than $2.50 per day.

If you apply the concept of absolute poverty (defined by the World

Bank as living on less than $1 per day) the total figure might sound

a bit better, but it still sounds abject and desperate.

 

Is it any wonder that 22,000 people die as a result of poverty each day?

That totals 8 million people a year, many of them children.

 

As a profession, we have been dealing with poverty since social work

began. Many social workers staff agencies or NGOs focused on providing

food, shelter, and other basic necessities for those in need. Many more

social workers volunteer their time at shelters, food kitchens, churches

and other places in their communities to help address these growing

concerns. These efforts are repeated daily by social workers around the

world.

 

What can be done about poverty? Is there more that we, as individuals,

can do? Is there more that the profession of social work can do and

ought to do? Can we write more letters to newspapers, organize

community town halls, meet with our legislative representatives, and

urge our government to meet our national financial commitment to

other countries?

 

Yes to all of these. But perhaps 2011 is the year the social work

profession declares its own war on poverty. If we did, what would that

war look like? What strategies would we use? How would we know we

were making a difference? “

Women, Settlements, and the Redefinition of Poverty

    Abstract

 

This article uses primary source documents from the mid 1800s to the

early 1900s to discuss women’s roles in the re-conceptualization

of poverty in America. It studies the belief drawn from colonial

religion that poverty was a result of personal immorality and traces the

changing public perception through the turn of the 20th century.

The view of poverty that evolved, a conceptualization based in the

social research of women settlement house leaders, was one that also

considered environmental contributors to individual poverty, thus

redefining poverty as a multi-dimensional social problem. This

conceptualization has prevailed in America and continues to inform

settlement houses, community multi-service centers, neighborhood

development, and other efforts to promote social welfare.

 

    Introduction

 

Since the late 1800s, settlement houses in America have allowed

people of different backgrounds and socioeconomic statuses to

participate in activities and learn basic skills with the support of others

from their communities. American settlements and the women who led

them were not just the result of the Progressive Era in U.S. history; they

were a defining force in the Progressive reform agenda. In the process,

America gained a multi-dimensional perspective on poverty, one that

continues to inform settlement houses, community multi-service centers,

 neighborhood development, and other efforts to promote social welfare.

Poverty and Politics: Evaluating Public Assistance in Japan

” Literature on Asian, and in particular Japanese, welfare

policies deals mostly with pensions and health care.

As a result, we know very little about poverty relief in these

countries. Japan, the most affluent Asian country, is

often hailed as a poster child of “welfare capitalism”.

However, when it comes to public assistance, Japan is

in fact a laggard. We introduce the basic features of

Japan’s public assistance program, and analyze what

explains variations in both public spending on poverty

relief, and the system coverage (the number of recipients

of poverty relief) over time. We find that, unlike other

“welfare nations”, Japan does not have a quasi-automatic,

institutionalized response to changes in social and economic

distress of its citizens. Rather, spending and coverage vary

over time and are significantly influenced by the number of

seats held by the Liberal Democratic Party in the Diet.

We conclude that politics matter more than poverty relief

per se in Japan’s public assistance program.”

Fast Food, Poverty Wages: The Public Cost of Low-Wage Jobs

in the Fast-Food Industry

    Main Findings

 

More than half (52 percent) of the families of front-line fast-food

workers are enrolled in one or more public programs, compared to

25 percent of the workforce as a whole.

 

The cost of public assistance to families of workers in the fast-food

industry is nearly $7 billion per year.

 

At an average of $3.9 billion per year, spending on Medicaid and

the Children’s Health Insurance Program (CHIP) accounts for

more than half of these costs.

 

Due to low earnings, fast-food workers’ families also receive an

annual average of $1.04 billion in food stamp benefits and $1.91

billion in Earned Income Tax Credit payments.

 

People working in fast-food jobs are more likely to live in or near

poverty. One in five families with a member holding a fast-food job

has an income below the poverty line, and 43 percent have an

income two times the federal poverty level or less.

 

Even full-time hours are not enough to compensate for low wages.

The families of more than half of the fast-food workers employed 40

or more hours per week are enrolled in public assistance programs.

“If you are reading that second line quickly, you probably

think it bolsters the credibility of the first line. It’s an “official”

number, and the census and the report probably quote accurate

numbers too, night? They do, but the second sentence is actually

used as an escape hatch to say something that isn’t true.

We don’t spend anywhere near a trillion dollars on welfare unless

you mangle the term “welfare” to be meaningless, and we do

 reduce poverty.

 

First, Dylan Matthews has already dissected the claim that poverty

hasn’t declined. It has. It’s just that the “official” poverty rate doesn’t

factor in the earned-income tax credit or food stamps in its calculations.

Given that these are two of the most direct ways that the government

tries to lift people out of poverty, that’s a major problem. These

programs do, in fact, lift people out of poverty–it just doesn’t show

up in the official rate, because that’s how the rate is constructed.

 

The claim about $1 trillion on “welfare” is more interesting and

complicated. It shows up in this recent report from the Cato Institute,

which argues that the federal government spends $668 billion dollars

per year on 126 different welfare programs (spending by the state and

local governments push that figure up to $1 trillion per year).”

“The operation of social-welfare systems continues to focus

on documenting program eligibility through reams of paperwork,

delivering employment services through a maze of contracts,

and providing other services through piecemeal public

investments that need to be supplemented with charitable efforts.

To improve upon these antiquated systems of social-welfare

delivery, new practices of public governance that use a purposeful

approach to system design, relying upon careful analysis and

deployment of networks of public and private organizations,

need to be employed to address important societal problems.

This article uses such an approach to think through viable design

options for social-welfare system reform consistent with the policy

goal of making work pay for low-income citizens. This work is

informed by both a three-year research project that investigated

two networks of nonprofit organizations providing human services

in Minnesota, and the author’s professional experience within

philanthropy, where private funders are working with new

institutions as critical, intermediary partners to enhance service

delivery for low-income Americans. The article describes current

social-welfare service-delivery structures shaped by federal and

state policy to implement cash assistance, work support, and

other social services for the poor, and then illustrates how

purposeful public investment could create and leverage

Introduction

Standards for the Practice of Social Work with Adolescents

Standard 1. Social workers shall demonstrate knowledge
and understanding of adolescent development

Standard 2. Social workers shall demonstrate an understanding
of and ability to assess the needs of adolescents; access social
institutions, organizations, and resources within a community
that provide services for adolescents and their families; and
advocate for the development of needed resources

Standard 3. Social workers shall demonstrate knowledge and
understanding of family dynamics

Standard 4. Social workers shall demonstrate acceptance of
and contribute to the development and maintenance of
culturally competent service delivery

Standard 5. Social workers shall possess or have access to
specialized knowledge of the legal, regulatory, and
administrative requirements and resources for youths and
their families

Standard 6. Social workers shall strive to empower adolescents

Standard 7. Social workers shall advocate for an understanding
of the needs of adolescents and for resources and cooperation
among professionals and agencies to meet those needs
Standard 8. Social workers shall participate in multidisciplinary
case consultation across agencies that provide services to
adolescents and their families

Standard 9. Social workers shall maintain confidentiality in their
relationship with youths and of the information obtained within
that relationship

Standard 10. Social workers shall assume an active role in
contributing to the improvement and quality of the work
environment, agency policies and practices with clients, and their

help children and families to better cope with the normal
stresses of life and to deal with systemic problems such as
child abuse and homelessness. Through assessment,
support, counseling, resource coordination and advocacy,
social workers:

Counsel families to find better solutions to their problems;

Place abused children in loving homes;

Find employment and housing for homeless families;

Help pregnant women, adoptive parents and adopted
children navigate the adoption system; and,

Help children and families make best use of the welfare system.
In all of these arenas, social workers use a systems and
family-oriented approach to helping families cope.
The adoption system is a good example. Social workers
counsel pregnant women, conduct home studies of
potential adoptive parents, find suitable matches of
adoptive parents and children and help adoptive parents
deal with the struggles unique to adopted children.
Increasingly, they also provide post-adoption counseling
to help older adoptees deal with issues of self-identity,
loss and self esteem as well as medical problems that may
have a genetic component.”
