by Homeland Security Presidential Directive 21 (HSPD-21), which calls for the Center to be an

“A disaster medical assistance team (DMAT) is a group of professional and para-professional medical
personnel organized to provide rapid-response medical care or casualty decontamination during
a terrorist attack, natural disaster, or other incident in the United States.
DMATs are part of the National Disaster Medical System and operate under the

Health Care Preparedness Funding: Are We Inviting Disaster? from Health Affairs Blog

“This post expands on the theme of the December issue of Health Affairs,
The Future of Emergency Medicine: Challenges And Opportunities.”

“Lets specifically consider hospital funding for preparedness, which prior to the September 11 attacks
and the subsequent anthrax letters in the fall of 2001, was essentially non-existent. This was truly an
unfunded mandate, with few meaningful capabilities in evidence in the immediate aftermath of those
twin attacks. Attention was focused on the need to support such efforts, and these cooperative grant
programs were funded by Congress beginning in 2002.

Now, fast forward to 2013, and we see that funding for HPP has dropped significantly. From $515 million
per year at the beginning of the program in 2003, current funding levels are $331 million. Upcoming
budget proposals for HPP reduce the funding to this program even further it is expected to decrease
to $255 million in upcoming years.”

Fifty-three officers and firefighters were carrying out every possible
measure to extricate and carry the victims. They, with the many police
officers, railway employees, ambulance personnel, doctors, nurses,
Department of Main Roads workers, civilian emergency squads and ministers
of religion all worked together and assisted with the rescue.

Wonderful work was done throughout the day and night by members of the
Salvation Army and Red Cross to provide food and drink to the rescuers and
comfort relatives of the trapped.

The operation lasted from 8:12am Tuesday until 6:00am Thursday.

Ultimately, 83 people were killed in the accident.
